Kenya’s second-largest county has achieved a breakthrough in healthcare accountability, with communities now directly monitoring health services through a pioneering digital platform. The initiative has already resolved critical infrastructure issues, including providing water storage tanks to facilities serving refugee populations. With 511 cases reported and 32 trained peer monitors covering 108 healthcare facilities across 77,000 square kilometres, this data-driven approach represents a significant shift towards community-controlled healthcare oversight in one of Kenya’s most challenging regions.

Partnership Framework Strengthens Health Accountability

On 14 May 2026, the Turkana County Department of Health and Sanitation Services formally reaffirmed its partnership with Amref Health Africa and World Relief International to strengthen health service delivery through Community-Led Monitoring (CLM) [1]. The programme has achieved substantial reach across Turkana County, with Caren Mutai from Amref Health Africa confirming that 108 facilities are now covered, representing 50 per cent facility coverage of the targeted 216 facilities [1]. The county government operates with support from 32 trained peer monitors who facilitate community oversight [1]. Performance data reveals the programme’s active engagement, with 511 cases reported on the CLM dashboard as of May 2026 [1]. Of these cases, 327 remain open, 17 have been closed, 59 have been validated, and 15 have been escalated for further action [1]. The platform has also recorded 68 compliments and 25 acknowledgements, indicating positive community feedback mechanisms [1].

Proven Impact Through Infrastructure Solutions

The CLM platform has demonstrated tangible results in addressing critical healthcare infrastructure challenges. Paul Lochipo, a programme-supported peer monitor, reported that the platform successfully addressed a water shortage at Kakwanyang health facility in Turkana Central during 2025 [1]. The issue raised through the platform led to implementing partners providing a water storage tank to the facility [1]. “After raising the issue through the platform last year, implementing partners supported the facility with a water storage tank, improving water access for the community, specifically mothers seeking delivery services,” Lochipo explained [1]. This case demonstrates the practical effectiveness of community-led advocacy in securing essential healthcare infrastructure improvements.

Future Sustainability and Stakeholder Engagement

Looking ahead, programme leaders are focusing on long-term sustainability and broader stakeholder engagement. Oliver Lokoroi, representing World Relief International, encouraged stakeholders to utilise public dashboards for ongoing issue monitoring and urged them to embrace CLM as an accountability and feedback mechanism [1].
