Kenya Redirects Billions to Fast-Track Railway Extension to Uganda Border
Malaba, 18 March 2026
Kenya has slashed spending on existing railway operations by £1.6 billion to fund the ambitious 369-kilometre Standard Gauge Railway extension to Malaba. The project’s budget has nearly doubled to £30 billion as Presidents Ruto and Museveni prepare for a joint groundbreaking ceremony this Saturday.
Budget Reallocation Accelerates Western Corridor Development
The Kenyan government has made substantial budget cuts to existing Standard Gauge Railway operations to prioritise the western extension project. The National Treasury reduced allocations for digital surveillance and protection systems on the Mombasa-Naivasha line by Sh1.6 billion, down from the original Sh2.3 billion allocation made in June 2025 [2]. Maintenance spending also faced reductions, with locomotive wheelset purchases cut from Sh2.2 billion to Sh1.1 billion [2]. Additionally, funding for a new passenger ticketing system was halved from Sh300 million [2]. These budget redirections reflect the government’s strategic decision to channel resources towards completing the delayed Malaba extension, which has been elevated as a national priority project.
Massive Infrastructure Investment Doubles Project Budget
The SGR extension from Naivasha to Malaba has received a substantial funding boost of Sh14 billion, bringing the total allocation for the current financial year to Sh30 billion—an increase of 87.5 from the initially approved Sh16 billion [1][2]. This represents one of the largest infrastructure allocations in Kenya’s current national spending plan. The government is financing this ambitious project through a combination of internal funds and the Railway Development Levy, keeping the financing separate from the Consolidated Fund [1]. Beyond the current year’s allocation, the complete construction of the SGR extension is estimated to cost approximately Sh502.9 billion [2]. To secure additional funding, the Kenyan government is pursuing a Sh390 billion securitised bond and expects to attract Sh455.35 billion from foreign investors [2].
Technical Specifications and Regional Integration
The 369-kilometre railway line will feature sophisticated engineering works, including 79 railway bridges totalling 43 kilometres in length, eight tunnels extending over 14 kilometres, 376 culverts, and 26 stations with a major terminus planned in Kisumu West [1]. Roads and Transport Cabinet Secretary Davis Chirchir toured the Kibos SGR site in Kisumu on Monday, 16 March 2026, to assess preparedness for the groundbreaking ceremony [1]. The project represents phases 2B and 2C of Kenya’s railway modernisation programme, designed to connect the hinterland directly to the Ugandan border at Malaba, where it will link with Uganda’s SGR line in Tororo [1]. This connection will complete a critical transport corridor serving landlocked countries including Uganda, Rwanda, and the Democratic Republic of Congo [8].
Presidential Launch and Economic Impact Projections
President William Ruto and his Ugandan counterpart Yoweri Museveni are scheduled to jointly preside over the groundbreaking ceremony on Saturday, 21 March 2026, with over 20,000 people expected to attend [1][4]. The ceremony will take place at multiple locations, with events planned for Thursday, 19 March 2026, at Mutonyi area and Saturday, 21 March 2026, at Kibos area in Kisumu County [8]. Upon completion, the railway is projected to significantly reduce transportation costs and improve cargo movement efficiency between Mombasa Port and the western region [1]. The project aims to provide a competitive alternative to road transport along the Northern Corridor, potentially transforming trade dynamics across East Africa by enabling faster and more cost-effective movement of goods and passengers [3][7]. Kenya Railways Corporation will acquire more than 5,000 acres of land to facilitate the SGR expansion [2].
