Kakuma, 24 April 2026
Representatives from government, development partners, and community leadership gathered on 22nd April 2026 for a collaborative forum addressing critical priorities in Kenya’s unique municipality that serves both refugees and local residents. The event focused on health and education improvements whilst strengthening cooperation between diverse communities in Turkana County’s second-largest administrative area.

Government Reaffirms Commitment to Equitable Service Delivery

The Participatory Forum II, organised by Kakuma Municipality in partnership with the Local Leadership East African Return and Reintegration Network (LLEARN), brought together stakeholders for structured group discussions across thematic areas, prioritising health and education [1]. The initiative aims to enhance service delivery and improve living standards for both refugee and host communities within Kakuma Municipality [1]. Speaking whilst representing the Chief Officer for Urban Areas Management, the Director of Urban Areas Management, Ngala Ekuleu, reaffirmed the County Government’s commitment to equitable access to services for all residents [1]. He emphasized the county’s priority to ensure both host and refugee communities benefit fairly from government programmes and interventions, whilst commending stakeholders for their continued collaboration and dedication to advancing inclusive development [1].

Partners Emphasise Coordinated Approach to Shared Challenges

David Mtana, Deputy Manager at the Department of Refugee Services (DRS), highlighted the importance of strengthened cooperation between refugee and host communities whilst representing development partners at the forum [1]. He noted that coordinated effort amongst stakeholders is key to addressing shared challenges and unlocking opportunities for sustainable development [1]. Mtana further assured the County Government of the partners’ commitment to working closely with the municipality to achieve common goals [1]. This collaborative approach builds upon recent efforts to address tensions between communities, as evidenced by a comprehensive social cohesion report launched in March 2026 that identified environmental, economic, security, socio-cultural, and legal governance factors undermining cohesion between refugees and host communities [2].

Building on Recent Integration Successes

The forum represents the latest in a series of initiatives aimed at strengthening community integration in Kakuma Municipality. On 1st April 2026, the municipality marked a significant milestone with the official launch and handover of the Solid Waste Management Demonstration Project, which demonstrates integrated service delivery whilst strengthening the municipality’s capacity to lead [3]. The project positions communities as collaborators through waste management committees that bring together host and refugee members to lead mobilisation and awareness, support coordination with the municipality, and promote accountability [3]. This resulted in an improved, structured, inclusive solid waste management system in Kakuma, with the municipality taking the lead in driving practical solutions despite remaining gaps both administratively and in resources [3].

Recent discussions have clarified the legal position regarding refugee rights within the municipality. During the March 2026 social cohesion report launch, Mercy Mwasaru, Acting Commissioner of the Directorate of Refugee Services, emphasised that the law applies equally to all people, though certain rights such as voting are reserved for citizens [2]. However, refugees can access other rights, including government-supported land use opportunities [2]. The Shirika Plan has been referenced as a legal framework supporting refugee protection within this municipal context [2]. His Worship Victor Shiveya, magistrate of Kakuma, highlighted the role of courts and gradual adoption of Alternative Dispute Resolution to address refugee-host community challenges [2]. The forum on 22nd April marks a significant step towards fostering inclusive dialogue, strengthening partnerships, and promoting sustainable development within Kakuma Municipality [1].
